All rules of AGGPF are applicable to ZPGPF.

Nomination process and with drawls of part final , Advance, and final payment rules are same as AG GPF Rules.

AGGPF is maintained by AG , TS, Hyderabad, where as ZPGPF is maintained by concern zilla parishad C.E.O.

Powers Delegated to PGHM AND MEOs to sanction ZPGPF loan and part final withdrawl as per G.O.M.S No; 447 Dated :28.11.2013.

ZPGPF is not applicable for those who are joined in the service on or after the 01.09.2004. (G.O.M.S NO : 654 Dated: 22.09.2004)

DSC 2002 selected teachers are eligible for GPF as per C & DSE Proc No: 48857/D2-3/10 Dt: 20.12.2010.

Advance from GPF : It is possible to get a temporary loan from the amount standing in GPF subject to the following conditions.

(A) The loan may be granted as a loan if the employee is equal to 3 months' salary or less than 50% of the money deposited, whichever is less..

(B) An employee can get a GPF loan twice in a financial year

(C) for the long-term medical needs of himself or his dependents, for his or her dependents' higher education, and for expenses incurred in going abroad / for higher education at home.

(D) For engagement to himself or their children, weddings, birthday parties, family funerals

(E) For expenses incurred if going on pilgrimages as part of the management of the festival

(F) To deal with allegations arising out of employment

(G) For land acquisition as part of housing, for housing and home repair expenses

(H) For purchase of agricultural land and commercial land six months before the date of retirement

(I) A GPF loan can be obtained for the purchase of a motor car

The application form in the prescribed proforma should be submitted to the GPF Loan Sanctioning  Officer along with the reasons for obtaining the loan. The loan taken should be repaid not less than six installments and not more than 24 installments. (G.O.Ms.397 Dt.14-11-2008).

Part Final Withdrawals: Employees who have completed 20 years of service or who are retiring within 10 years can withdraw part final from the money deposited in their Provident Fund. There is no need to repay the final amount with this part final. Part final may be sanctioned for expenses for the following reasons.

(A) For the higher education and marriages of sons and daughters.

(B) For health, medical, special food and travel expenses incurred due to health reasons

(C) It is not possible to finalize the part twice for the same reason.

(D) In ​​the case of household items the employee is entitled to receive the part final amount even after completing 15 years of service. In case of home affairs, two Rs 10 bond papers along with agreement and bank details should be attached.

(E) Rule 15-B Note-1 not exceeding twice in a financial year and a period of six months between one advance and another advance

(F) Retiring employee is not eligible for Part Final Withdrawal during his last four months of employment.

(G) Part Final Withdrawal may be sanctioned up to 75 months from the amount of 6 months 'salary or 10 months' salary, depending on the circumstances.

(H) There will be no recovery for the part with the final draw.

(I) G. O. Ms. No447  PR Dept. HM / MEOs have the power to grant loans on GPF reserves to Panchayati Raj teachers through Dt.28-11-2013

(J) Debts to principals and non-teaching staff will be sanctioned by the Zilla Parishad Deputy Chief Executive Officer as in the past. If the loans are sanctioned as per the rules and the sanction orders are sent to the Zilla Parishad along with Form-40A, they will deposit the sanctioned amount online in the bank account.

BOOSTER SCHEME:

An additional benefit in case of accidental death of a GPF subscriber under Rule 30 (A) 

If a subscriber died while in service, the nominee shall be paid Rs.20,000/- under Booster Scheme authorized by the AG/DTO as the case may be provided that the subscriber shall maintain the balances at his credit for last 36 months before his death.

PATERNITY LEAVE


Paternity Leave:

                   The competent authority may grant full pay paternity leave to married male government employees, temporary or permanent, for a period of 15 days subject to the condition that it shall be granted to those with less than two surviving children with effect from 09/16/2005. (G.O.Ms. No. 231, Department of Finance (FR.I), Dt.16.09.2005).

This can be used before 15 days or within a period of 6 months from the delivery date (Memo No.20129-C / 454 / FR.I / 2010, Fin. (FR.I) Dept., Dt. 21.07. 2010)



Miscarriage / Abortion Leave:

In the event of miscarriage, including abortion subject to the following conditions, maternity leave may be granted

A. That the leave does not exceed 6 weeks

B. That the application for leave is supported by a certificate from a registered medical practisioner. (SR 1 under FR 101)

Abortion includes under the Medical Termination of Pregnancy Act of 1971 is a case of abortion by granting the leave not to exceed 6 weeks when supported by Medical Certificate. (G.O.Ms.No.762, Department of Fin. Y Plg., Dt.11.08.76). 

The competent authority must grant the abortion leave to the married female Govt servants for those with less than two surviving children. (Memorandum Cir. No 2415/401 / P R  . I / 2006, Department of Fin. (FR.I), Dt. 01/07/2006).


HOSPITAL LEAVE (FR 101 B) (Not debitable to leave the account):

Applicable to certain staff detailed in SR (2) under FR 101 (B). This leave is half pay for a period not to exceed 6 months in every 3 years of service when you are detained in the hospital and receive medical assistance as an outpatient. It is not admissible when the treatment is necessary due to the intemperance of an irregular habit.

Out of the above 6 months, 3 months can be full pay if the hospital detention is due to an injury received or an illness produced in the performance of duty (Rule 4).

 

Leave for hysterectomy operation:

The special leave up to a maximum of 45 days for women employees who undergo a hysterectomy operation as recommended by the civil surgeon can be sanctioned without debiting the same to the person's regular leave account and by payment of full pay and allowances. O R D E R:

 In the reference 1st read above, The A.P. Secretariat Women Employees’ Association in their representation have stated that there is no specific provision for sanction of Special medical Leave to the women employees who undergo hysterectomy operation in the existing A.P. Leave Rules, 1933 and Fundamental rules. This operation is done only to women employees and there is no such specific provision for sanction to women employees. But there is provision for the govt. employees who undergo treatment for deceases like TB./Cancer/Mental Illness/Heart deceases/Kidney failure cases under G.O. Ms.No. 268, Finance (FR.I) Dept. dated 29-10-1991 as extended from time to time by availing leave on Half Pay on Medical grounds subject to receipt of pay and allowances in full. The above Association have requested to permit the Women Govt. Employees to avail the said concession of receiving full pay and allowances in respect of hysterectomy operation also.
 2. In the reference 2nd read above, Government have reached an agreement with the Joint Action committee of employees, Teachers and workers, A.P. and A.P. Secretariat Employees co-ordination Committee wherein the above demand of the A.P. Secretariat Women Employees Welfare Association, Hyderabad was accepted.
3. Government in pursuance of the above agreement, hereby order for sanction of Special Leave as recommended by Civil Surgeon upto a maximum of 45 days for Women Employees who undergo Hysterectomy operation, without debiting the same to the regular leave account of the individual and on payment of full pay and allowances.
4. All the departments of Secretariat and all Heads of Department shall take action accordingly.

ORDER:

 

Given that the State was threatened with the spread of Covid-19, which has been declared a pandemic by the World Health Organization, the State Government in exercise of the powers conferred by the Law of Epidemic Diseases of 1897 and the Law Disaster Management 2005 has notified the closure. throughout the state of Telangana initially until 31S t March 2020 and beyond the same from time to time until 29 th May 2020, duly prescribing certain regulations and measures during said period.

 

2.           In view of the adverse impact on state revenues caused by the closure, Government, vide reference 3rd to 9th read above, issued orders and instructions for the deferred payment of salaries, pensions and other remuneration according to the scale prescribed there for various categories of employees and personnel, including public representatives and pensioners, for the month of March 2020.

 

3.   The previous pattern of deferred payments continued during the months of April and May 2020.

 

4.           The Government, since then, has reviewed the situation and after a careful examination of the matter, has decided to restore the normal payment of salaries, pensions, salaries, remuneration and fees to employees, pensioners and other personnel as of June 2020 .

 

5.    Consequently, the Government orders that salaries, pensions and all other remuneration be withdrawn and disbursed in full from June 2020 (payable in July 2020) onwards, subject to adjustment and recovery of all deductions and applicable recoveries.

 

6.             Orders and instructions regarding the payment of arrears, if any, after adjustment for deductions and recoveries due, will be issued separately.

 

7.           All special head secretaries / head secretaries / government secretaries, all department heads, director of treasury and accounts, payments and accounts officer, Hyderabad, director of works accounts, university registrars, heads of corporations / industry units public / state self-employed The bodies and all drawing and disbursement officers are requested to take the necessary measures in this regard accordingly.
