HALF PAY LEAVE (HPL)

 HALF PAY LEAVE RULES

>> A P Leave Rules, Rules 13-15, 18, 23,23 (a) (i) of 1933

>> Every govt. servant appointed regularly earns 20 days HPLs for each completed year of service. The service includes E O L,

>> No maximum limit for H P L accumulation

>> Temporary employees appointed under Rule 10 (a) (i) State and Subordinate Service Rules whose services have not been regularized are not eligible for half pay leave. (Government Memo No. 20584/302 / FR-I / 74-1 / Fin. & Plg., Dt.12.09.74)

>> The period treated as Dies non and Suspension treated as out of service may have to be excluded to count the one-year period to give HPL credit of 20 days.  (FR 18).

>> Can be availed on private affairs and medical purposes with medical certificate

>> Temporary employees can avail of it after completing two (sup.) OR one (inf.) Years of service.

>> Leave salary:

 half of the basic salary + DA, HRA and CCA proportional in their entirety up to 6 months. There will be no compensatory allowances after that.

>>HPL  Encashment:

Leave Encashment of  EL and HPL will be limited to 300 days. Retirement pensioners, death cases, invalid pensioners are eligible. The amount will be paid according to the formula stipulated in GO.Ms No. 154, Finishing Department (FR I), Dt. 04.05.2010)

Formula = (Average pay + Prop DA) / 30 * No. of days

Compensatory claims are not allowed.

The half-pay leave collection orders were extended to all employees, both teaching and non-teaching staff of grant institutions and local bodies, i.e. Aided junior colleges / Degree colleges / Oriental colleges and also for non-teaching staff in Aided schools and  employees of Panchayat Raj and Municipal Institutions from the date of issuance of GO Ms. No. 154, Department of Fin. (FR.I), Dt. 04.05.2010 (GOMs No. 109, Department of Fin. (HRM.III) ), Dt. 29.07.2015)

>> If a government. servant suffering from tuberculosis / cancer / mental illness / leprosy / heart disease / kidney failure (kidney), HIV / AIDS, he / she may avail of HPL up to 6 months with full payment. Compensatory allowances will be paid in full for up to 8 months. 

Commuted Leave ( Medical Ground)

>> To be awarded in a Medical Certificate.

>> Limited to 240 days for the entire service.

>> Double the amount of HPL will be deducted from the Leave account

>> When a government. the servant intends to resign / retire After taking advantage of the commuted leave, it must be converted to HPL and the salary from HPL must be recovered. A undertaking should be taken from the employee whenever it is sanctioned (GO Ms.No.300, Fin., Dt.18.11.65).
