GROUP INSURANCE SCHEME (GIS)

• The Scheme was introduced instead of FBF, wef Dt.01.11.1984 vide GOMs.No.293, Fin. & Plg. (FW.Accts.II) Department, Dt. 08.10.1984. 

• GIS is mandatory for all those employees who are in service on 11/01/1984 and who join the service on or after 11/01/1984. 

• Provided they are medically examined and determined fit for service, before they are allowed to enter the service. 

Applicability

• The SIG is applicable to all state governments. employees, employees of public relations institutions, municipalities, employees in charge of work with 10 years of service or more who have become government. employees, village servants with 01.11.87 vide GOMs.No.311, Fin., Dt.10.11.87 and GOMs.No.46, F&P (FW.Admn.II) Dt.28.02.1996 

• The GIS applies to the provincial sweepers of Village Panchayat, scavengers, vide Memo No.3812-A / 151 / Admn.II / 91, Dt.10.09.93 

• GIS applies to employees of Zilla Grandhalaya samsthas vide GOMs.No.178, Edn. (E2) Dept., Dt.12.03.1985

GROUPS 

• Employees are divided into four groups 

• The employee group will be decided based on the pay timescale in which they are getting paid from time to time.

SUBJECT: -Public Services- Department of Life Insurance of the Government of Telangana- Group Insurance Plan for Employees of the Government of Telangana-1984-Review of Groups as a consequence of the implementation of the Revised Pay Scales-2015-Orders Issued.

In the first reference read above, orders were issued to introduce the Group Insurance Plan to State Government Employees instead of the Family Benefit Plan wef01.11.1984. In the aforementioned government orders, employees have been classified into (4) groups, that is, Group A, B, C and D, depending on the pay scale they receive. 

The Revised Pay Scales, 2015 have been implemented in the previous second reading, for State Government Employees. 

. In the third reference read above, the Director of Insurance, Telangana, Hyderabad has proposed to review the groups with reference to the Revised Pay Scales, 2015 and issue the necessary orders as it has become necessary to regroup the employees under Group Insurance of Employees of the State of Telangana. Regime with reference to the payment accrued by them. 

Government after careful examination of the Director of Insurance's proposal and the implementation of the Revised Pay Scales-2015 for State Government Employees, hereby directs that Employees be grouped into the following categories for the purposes of the Scheme Group Insurance with reference to the Revised Pay Scales, 2015.

It was proposed that the previous review of Groups will be effective as of February 2015. The subscription according to the groups reviewed will be compulsorily recoverable every month. 

However, there is no change in the insurance coverage, that is, the amount of the insurance coverage will be Rs 15,000 for each Underwriting Unit. 

To guarantee the correct implementation of the Scheme, all Department Heads are requested to scrupulously follow the instructions given below: 

1. The date of assumption of the position of higher position and the date of orders of reversal to lower position will be taken as criteria to determine the change of Group. 

 2. In case of appointment to Automatic Advancement Scale, the date of the orders will be taken as the criterion for the change of the superior group.

 3. The Drafts and Disbursements Manager will be responsible for recovering the correct subscription with respect to the group to which the employee belongs and, in the event of non-compliance, the difference owed will be recovered from the corresponding Draft and Disbursement Manager. 

4. The Insurance Directorate, Telangana, Hyderabad, through its subordinate officers, will conduct a regular audit of all claims under the Group Insurance Scheme and will send a report to the Head of the relevant departments at any time. 

5. The Head of Department in question will take action against offending officials who are responsible for over / under recoveries where they are detected. 

6. If an employee's subscription is not recovered during his term of service, the total subscription plus interest will be recovered from the payments that are eligible. 

7. The Head of Departments will take immediate steps to record the necessary subscription entries in the Employee Service Records with the corresponding certification each year, that is, from April to March. 

8. The payment sanction orders of the Group Insurance Regime, including the calculation voucher, must be sent to the Insurance Directorate for verification according to the orders issued in GOMs.No.910, Finance Department (Admn-II ), dated 10.28.2002. 

9. The Director of Treasury and Accounts, Officer of Payments and Accounts and Director of Works and Accounts will take the necessary measures to organize the sending of details of the Group of Receipts and Payments - Wise in Annex B and ED to the Director of Insurance Hyderabad every month. Without fail. 

10. To the extent that the people for whom the claims arose during the period from June 2014 to September 2015, the settlement according to the old slab rates and there will be no recovery from said people. 

• From 01.11.84 to 31.10.94, Subscription unit = Rs.10, in which, Towards the insurance fund = Rs.3.125 Towards the savings fund = Rs.6,875 vide GOMs.No.312, End . & Plg. (FW. Accts.II) Department, Dt. 11/06/1984. 

• From 01.11.94 to date, Subscription unit = Rs.15 / - In which, Towards the insurance fund = Rs.4.50 Towards the savings fund = Rs.10.50 (GOMs.No.367, Fin. & Plg. (FW. Accts.II) Dt., Dt.15.11.1994) 

• The amount of insurance coverage will be Rs 15,000 for each underwriting unit. 

• It will be paid to the families of those Employees who unfortunately die, for any reason, while they were in service. 

• The total accumulation of savings together with the interest on them will be payable to the member. 

I. in your retirement after reaching retirement age or 

ii. Upon termination of employment 

iii. To his family Upon his death while in service. 

Subscription recovery

 1. Any new employee who entered service in the month other than November must be initially enrolled as a subscriber to the Insurance Fund only and be enrolled as a full-time subscriber beginning next November. that is, until November, only the Part of the Eligible Group Insurance Fund will be deducted. 

2. A member's subscription for one month will expire at the beginning of normal business hours on the first of that month. 

3. The one-month subscription will be recovered regardless of the actual payment date. 

4. The DDO will recover the salary every month, for the employee's periods of service, leave or suspension. 

 5. Recovery will be made including the month of retirement, death, resignation, removal, etc.

 6. No interest is charged for underwriting delays due to late payment of salary. 

Group change

Loans and advances 

• No loans or advances will be paid to any member or other beneficiary of the Scheme from or against their accrual. 

Entries to be made in SR 

The DDO / HOD (in the case of foreign service employees) will record the 

a) The balance of FBF at 31.10.1984 

b) Group enrolled / improved 

c) Subscription fee 

d) Start month 

e) Nominations exercised 

f) Recovery certificate from April to March for each fiscal year. 

Scheme refund 

     (A)  In retirement: Savings fund only 

• The total accumulation of the savings fund together with the interest on it will be paid to the Member upon retirement after reaching retirement age or upon termination of employment, according to Table I, Table II, Table III of the Govt. Memo 1749 / B / 28 / A2 / Admn. II / 96, Dt. 24-2-96 de Fin. & Plg. Department and according to the tables issued for a financial year by a GO by End. Dept. 

     (B ) Upon death while on duty: 

    • Both insurance and savings funds will be paid to the nominee. 

• Insurance fund: Global payment of insurance coverage according to Subscriber's Group, ie Rs 15,000 / -, Rs 30,000 / -, Rs 60,000 / -, Rs 1.20,000 / - 

• Savings fund: Total amount of accumulation of the savings fund together with interests at par with the retired employees according to the GO issued by the Department of Finance. 

    (C)  When the whereabouts are unknown 

• Both the Savings Fund and the Insurance Fund will be paid. 

1. Savings Fund to be reimbursed one year after the month of disappearance. 

2. Insurance fund to be reimbursed after 7 years have elapsed from the month of disappearance. 

3. The family must file the complaint at the corresponding police station and obtain a report indicating that the employee has not been located, after all efforts have been made. 

4. An indemnity bond must be obtained from the nominee / dependents of the employee stating that all payments will be adjusted against the payment owed to the employee should he appear on the scene and make a claim. 

• Subscription recovery 

(a) Full subscription for one year at the rate applicable on the date of disappearance + interest, to be recovered from the reimbursable Savings Fund.

 (b) The insurance coverage premium plus interest for an additional 6-year period will be recovered from the refundable insurance fund. (GOMs No 111, F&P Dt. 22-4-88)
