EARNED LEAVE


COMPLETE INFORMATION OF EARNED LEAVES

LEAVE RULES 1933 - RULES 8,10,17 and 20

All temporary and permanent employees are eligible for earned Leave.

Earned Leave is earned on duty and license as well.

Months completed should be considered and the fraction of a month should be ignored.

The licensing rules have been liberalized as of 01.01.1978.

The license will be credited, in advance, in two periods on January 1 and July 1 of each year.

The credit for all temporary employees is 8 days per half calendar year. n The credit for all permanent employees is 15 days per half calendar year.

→ All permanent employees will obtain a 2 ½ day leave for each month of full service.

If Temp. in the middle of the semester, the credit for the first two months will be one day each, the third month will be two days and so on.

If the employee is in EOL, during the previous semester, the advance credit for the current half year will be reduced by 1/10 of the EOL period taken during the previous semester subject to a maximum of 15/8 days. (GOM No. 384 F&P dt: 5-11-77)

EL Credit for School Staff:

 All the teaching and non-teaching staff of the educational institutions that benefit from the summer holidays were credited with 3 days of EL until 31.10.1989 and 5 days of EL until 15.09.94. They will now be eligible for 6 days of earned leave per year, subject to the provision of FR 82.The license earned will be credited in advance in two payments of 3 days each on the 1st of January / July of each year.

Preservation of earned license for teachers:

Government delegated powers to the Heads of Department interested in reserving a proportional license to the extent that teachers under their control are prevented Taking advantage of summer vacations for attendance at the Enumeration, Preparation or Review of Electoral Censuses, etc., based on the certificate issued by the corresponding appointing authority, and that it is not necessary to provide ELs if they are simply requested to be available at Headquarters. (GOMs.No.161, Department of Education (Ser. V), Dt.14.11.2000).

Calculation of the conservation of the leaves gained:

EL to be kept = [365/11 - (27 x vacations available / total vacations)] - 6]

Example: if the summer vacation is 49 days

If you are on vacation, you work 30 days, that is, here the vacation only serves 19 days.

EL to keep = [(365/11) - (27 * 19/49)] - 6 = 17 days

(LR 9 (a), 17 (1) and Note 1 of LR 20 (ii)).

The License earned on credit will expire if there is an interruption in service other than the license in service of a non-permanent government. servant (APLR 24).

Since 01.01.1978, the order that sanctions the accrued License, half of the license pays to the government. The servant will indicate the balance of said license at his expense. (GOMs No 384, Department of Fin. Y Plg. (FW.FR.I), Dt. 11.05.77).

Collection of the license accrued:

The credit license will expire on the date of retirement, death or resignation. However, leave earned on credit that does not exceed 300 days can be collected in the event of retirement or death (APLR 7 and GOM.No.420, F&P (FWFR.I), Dt.03.12.90 and GO.MS. No. 253, F&P (FWFR.I), Dt.16.09.91), GOMs.No:232,Fin.(FR.I) Dept, Dt.16.09.2005, GOMs.No.234, Fin (FR.I) Dept ., Dt. 11.08.06 wef16.09.05 (passed away while on duty).

Effect of EOL on EL account:

If any government. the servant has taken advantage of the EOL or any period of unauthorized absence treated as Death or Suspension treated as off-duty for half a year for which credit has been awarded in advance on January 1 or July 1, in the following semester, while granting credit in advance 1/10 of the EOL thus used in the previous semester must be deducted, not to exceed earning capacity, and the balance must only be given as credit in advance. (Government Note No. 4068/109 / A / 21 / FR.I, Fin. Y Plg., Dt.02.06.80).


If the EOL or period treated as Dies-Non, or the suspension period treated as out of service, is spread over two and a half years, the vacation account must be settled for every half year.


The advance credit of EL in the account can be granted on January 1 / July 1, even if the employee is on leave that day and if he wishes to take advantage of the leave thus accredited, it can be granted if the authority is so pleased to sanction.


Additional Credit to Police Personnel:

In addition to the license credit earned on the EL account, 30 days of additional credit in two installments must be granted at the rate of 15 days on January 1 and 15 days on July 1 to police personnel of the rank of inspectors and below, including those who work in intelligence, branch of crime, Armed Reserve, AP Special Police, Police Communications, Police Transportation Organization, Tester, Deputy Inspector of the Office of Finger Printers and service reporters and shorthand office.
